Kingmoor was an extra-parochial liberty (an area outside of any ecclesiastical or civil parish, meaning it had no church, clergyman, or the usual parish responsibilities) until 1858, when it became Kingmoor Civil Parish. The settlement of Kingstown was part of the civil parish until April 1951, when it was transferred to Carlisle Civil Parish.
