"Not looking good. The hotel closed in October 2004, it was boarded up http://www.geograph.org.uk/photo/349697 and has since changed hands two or three times. The scaffolding went up in 2008 http://www.geograph.org.uk/photo/959645 but work ceased shortly afterwards. The latest Plan (2009) was to refurbish it as a 4-star hotel http://www.cumberlandnews.co.uk/landmark-carlisle-hotel-due-to-reopen-in-eighteen-months-1.586109?referrerPath=2.1692 . Built in 1880, it was originally called the Great Central Hotel, later the Central Hotel. The building is Grade II listed - see http://www.imagesofengland.org.uk/Details/Default.aspx?id=386890&mode=adv .
