Text Appearing Before Image: The more important undertakingwhich ended Mr. Cowens twelve years chairmanship of GatesheadBoard of (Guardians, was a movement to withdraw the control of theRiver Tyne from the Corporation of Newcastle, and entrust it toa body of elective Commissioners. Into this great reform, often SIR JOSEPH CO WEN. 647 demanded, but never before within sight of success, Mr Cowenthrew himself with persistent vigour. The struggle was long, andin some of its phases bitter; but, in the end, the reformers werevictorious. On the 15th of July, 1850, the Tyne Navigation Billreceived the Royal assent, and the river, so long neglected, passedinto the hands of men who were directly interested in the improve-ment of its navigation, the development of its resources, and theexpansion of its commerce. The above-bridge communities, whoseinterests Mr. Cowen had championed, honoured him by nominat-ing him a Life Commissioner—a nomination which the Board ofAdmiralty confirmed, and everybody upon Tyneside approved. Text Appearing After Image: STELLA HALL, BLAYDON-OX-TYNE. The first chairman of the River Tyne Commission was Mr. G.T. Dunn, a Newcastle alderman. He was succeeded after a yearsservice by Mr. W. Rutherford Hunter, whose tenure of ofifice lastedtwo years. On the loth of November, 1853, Mr Cowen becamechairman, and so continued till his decease, twenty years later. Inthe summer of 1854 he laid the foundations of two gigantic piersfor the protection of the harbour entrance, and in the autumnfitted into its place the corner-stone of a new dock. Thence-forward the progress of the Tyne was rapid and unremitting.Schemes of improvement commensurate with the requirements ofmaritime commerce and the growth of manufacturing enterprise were 648 SIR JOSEPH CO WEN. devised, approved, and adopted. In course of time the harbour bar was removed, and the place it occupied, with only six feetdepth at low water, was deepened to twenty feet.
