    "The Armstrong Tower dominates and is really very good in an overblown sort of way. This front was added by W.H. Knowles, 1904-06, in a style not a million miles away from that adopted for the rest of the building by his predecessors, R.J. Johnson and F.W Rich. Pevsner says the latter only executed the building but given his demonstrative tendencies it's hard to conceive that he had no hand in the final design. Grade II listed.
