Locomotive stranded; man wades through the water & hooks a line to the front of it. Truck driving through water; pulling the locomotive behind it. Man wades in long river' of shallow water; digging w/ a shovel; or maybe trying to open a drain?Shots of vehicles driving through huge puddles.
